This thesis establishes the project quality evaluation model using project area A of the high-standard cropland water conservancy construction project of Shen Kang highway demonstration zone as research object. As the green rice paddy field demonstration zone, this project area A needs to not only play an exemplary role in the aspect of agricultural crops, but also set examples for constructing project’s comprehensive benefits as well as project quality among other aspects. Thus, based on this case, this thesis summarizes the types, volume and specific reasons of problems in every type of project in the high-standard cropland water conservancy construction project of Shen Kang highway demonstration zone and evaluates the advantages and disadvantages of project quality of every sub-district through detailed statistical data analysis of the quality census of this project and on the basis of the flexible use of contrast method and statistical analysis method; and also establishes a relatively complete project quality evaluation model by establishing the analysis model and designing the corresponding calculation indices.The thesis concludes that the project quality is correlated to construction personnel’s skills and supervision level, by gathering project quality statistics of project area A of the high-standard cropland water conservancy construction project of Shen Kang highway demonstration zone relatively according to sub-district, investment proportion and the proportion of serious problems. It also comes to a relatively reasonable conclusion through detailed analysis of each individual that project quality is closely related to human factors and regulatory factors.After that, the thesis establishes mathematical analysis model and weight-computes the six indices that affect the project with analytic hierarchy process, namely human factors, environmental factors, material factors, mechanical factors, methodological factors and regulatory factors. The analysis shows that the most intuitive presentation of project quality is the safety and durability, and the most significant factors that influence project quality are human factors.Combining theory with specific project problem, the thesis comes up with the following conclusions through actual analysis and argumentation:①Judging by the number of existing problems of the sub-district:the number of project problems is not the only standard to adjudicate project quality; ②Judging by the number of existing problems of the sub-district’s investment scale:introducing investment scale to adjudicate project quality is still biased; ③Obtaining comprehensive evaluation results by combining to serious problems; ④Judging by the implementation class of project: high-standard cropland water conservancy construction channel lining is the evaluation key point of project problem;⑤Analyzing project problems and influencing factors using analytic hierarchy process:indicating that the key factor is human factor and the weight value is 0.537.
