China is a large agricultural country,but due to the large population,per capita arable land area is much lower than the world average.In order to ensure the food security of our country,it is necessary to develop agricultural irrigation,take the road of modernization of agriculture and water conservancy.Well there are still some problems in construction and development of Water Conservancy Modernization Demonstration towns,this paper based on the practice of Zhengzhou City Water Conservancy Modernization Demonstration towns construction,selected indicators from the 4 aspects including irrigation and drainage engineering,efficiency and benefit,ecology and environment as well as the management and service to construct the Water Conservancy Modernization Demonstration towns evaluation index system,and done the evaluation using fuzzy comprehensive evaluation method,also discussed the management and operation mechanism.This can be the guidance for Water Conservancy Modernization Demonstration towns project construction and the construction management level will be improved,as well as the modernization of agriculture and water conservancy modernization can be realized as soon as possible.This paper provided valuable reference for realizing the comprehensive water conservancy modernization.The research contents mainly include the following aspects:(1)According to the plan of development of water conservancy modernization of demonstration towns of the well irrigation area in Zhongmu County of Zhengzhou the characteristics of Water Conservancy Modernization Demonstration towns,connotation and development direction was defined so as to provide a clear direction provide a theoretical basis for the modernization of water conservancy research of demonstration towns.(2)Evaluation index system was set up from the 4 aspects including irrigation and drainage engineering,efficiency and benefit,ecology and environment as well as the management and service.the water conservancy modernization of demonstration towns was divided into 3 types,namely: the demonstration towns River Reservoir irrigation demonstration Township,well irrigation district demonstration towns and collecting section irrigation demonstration towns,and the corresponding evaluation index system was established.(3)The weight of the index system was determined using the AHP,and the evaluation model was established for various types of demonstration towns index system using fuzzy comprehensive evaluation method.Besides the well irrigation area of Zhongmu County was selected as an example to conduct a comprehensive evaluation in the "B" level,a score of 0.7256,in line with the actual construction level of irrigation area.A set of evaluation software for the evaluation of different types of villages and towns in the field of water conservancy modernization demonstration was developed Using Visual Basic 6 software,which provides convenience for the evaluation work.(4)To achieve the goal of sustainable development of demonstration towns,this paper explored and researched the problem of water conservancy modernization of demonstration township management system,professional technical service system,land management system and standardized financial management and supervision mechanism,providing valuable guidance for the construction,management and development of water conservancy modernization of demonstration towns.
