During the "12th Five-Year" period,our country pay more attention to the construction of agricultural water conservancy facilities,by the end of 2017 China’s total investment in the construction of water conservancy facilities reached 900 billion,but even so,the agricultural water resources supply and demand imbalance still exists.It is an important part of deepening the reform of agricultural supply side to improve the efficiency of irrigation water and to reduce the waste of agricultural water resources.With the increasing imbalance between supply and demand of water resources in Heilongjiang Province,the current mode of agricultural production can not meet the requirements of social development.Therefore,how to improve the efficiency of irrigation water use in Heilongjiang province is an important technical means to further promote the structural reform of agricultural supply side in Heilongjiang province.It is also the focus of the sustainable development of agriculture in Heilongjiang province in the future.The results show that:(1)2006-2014 years,Heilongjiang province overall irrigation water efficiency score is not high,the average value is 0.73,and the irrigation water use efficiency was decreased,including irrigation water pure technical efficiency and scale efficiency of irrigation water have different degrees of decline.Irrigation water from the pure technical efficiency is concerned,the average value of Heilongjiang province decreased from 0.94 in 2006 to 0.85 in 2014,10 years fell by nine percent,that these years of irrigation technology in Heilongjiang province increased to keep up with the improvement of agricultural production.From the scale of irrigation water efficiency is concerned,the average value of Heilongjiang province from 2006 0.93 to 20140.80 dropped thirteen percent,the decline of irrigation water than the pure technical efficiency of greater Heilongjiang province irrigation water scale from relative coordination gradually offset.The overall technical efficiency of overall irrigation water of Heilongjiang province from 0.88 to 0.63,down twenty-five percent,fell more obvious downward trend,Heilongjiang province and the irrigation water efficiency is very obvious,need to curb the momentum of decline,improve the overall efficiency of irrigation water.(2)Irrigation water efficiency estimated between the cities of the province are obviously different,which,from the comprehensive technical efficiency,Yichun,Mudanjiang and Heihe irrigation water efficiency of these years is equal to 1 or close to 1,we find that either of these regional irrigation water efficiency is higher and the precipitation is more water resources distribution wide area,either economically developed areas,or is a perfect agricultural water conservancy facilities area.The pure technical efficiency,Harbin,Hegang,Yichun,Qitaihe,Mudanjiang and Heihe in the six regions in the research of the year score was 1,indicating the efficient use of water resources in these areas to agricultural production.In terms of scale efficiency,the scores of Daqing,Yichun,Mudanjiang and Heihe were 1 in most years,indicating that the scale of irrigation water in these areas is more coordinated.Through the comparative analysis of comprehensive efficiency,the technology of irrigation water pure technical efficiency and scale efficiency,this paper shows that,for different regions,the influence factors of the comprehensive efficiency of irrigation water is not the same,this paper according to the different characteristics of different regions according to local conditions to improve the efficiency of irrigation.(3)Through the evaluation of the water saving potential of irrigation water in every city of Heilongjiang Province,this paper finds that Qigihar is the most water-saving area in Heilongjiang Province,and its water saving potential accounts for 31%of the province’s water-saving irrigation water.Followed by Daqing,Harbin,Suihua and Jiamusi,the largest savings irrigation water more than 1 billion 200 million cubic meters.The water saving potential of Harbin Daqing Qiqihar city accounted for three of the province’s water saving potential in 60%,three Harbin Daqing Qiqihar city is not only the agricultural water users,but also is the large agricultural water saving.(4)According to the research results of irrigation efficiency in Heilongjiang Province,put forward the possible influence factors from four aspects of natural environmental factors,economic development factors,the construction of water conservancy facilities and crop planting structure factors,this paper found that these factors have different influences on the efficiency of irrigation,but not completely,so Heilongjiang Province,irrigation efficiency is the result of comprehensive factors.(5)The DEA of irrigation water efficiency in Heilongjiang province were analyzed,according to the actual situation in Heilongjiang province this paper proposes three efficient concerted efforts,the key breakthrough of water resources management in low efficiency area,the system innovation and the efficiency of irrigation water dynamic monitoring of the four kinds of countermeasures.Is from pure technical efficiency,scale efficiency and comprehensive efficiency together,eventually to promote Heilongjiang province to improve irrigation efficiency;to improve the efficiency of low efficiency area as the focus,and ultimately improve the Heilongjiang province to promote the efficiency of irrigation;agricultural water resources optimization management method,make the management more reasonable,to promote the efficiency of irrigation water;dynamic monitoring may affect the irrigation water efficiency index,to prevent the irrigation water use efficiency decreased.
