A Study Of Function Efficiency Of Small-Scale Farmland Water Facilities In Zhuji City

Agriculture is the basis of economic and social development,and small-scale irrigation and water facility construction is the core of agricultural development.With the increasing number of people in China and the growing need of water resource,it is urgent to improve the fundamental conditions of the agricultural development.The study first is to make conclusions on the theories of the function efficiency of small-scale farmland water facilities in China and abroad.Through literatures consultation,field survey,theoretical analysis,the study is to make profound analysis on the construction of small irrigation and water facility projects.With DEA model,the study finds the reasons that cause the low function efficiency of small-scale farmland water facilities in Zhuji City probably are:1)the prolonging usage of the Organic Electric Drainage Station proves to result in the undesired low efficiency;2)the illegal possession of the water irrigation and the unqualified project;3)the insufficient financial investment in the crucial aspects for guarantee;4)the lack of the professional technique employees;5)the lack of reasonable and rational administrative function and the lack of precise administrative duties;6)the lack of property legality confirmation.Thereafter,the suggested policies of improving function efficiency contains:1)to perfect small-scale water facility infrastructures;2)to increase investment in small irrigation and water facility construction;3)to enhance the level of small irrigation and water conservancy scientific construction;4)to strengthen the construction of small irrigation and water facility development system of Zhuji city;5)to improve effective organization and guarantee the stability of the technique employees;6)to make local people participate in the management and cultivate their consciousness of responsibility.The paper aims to provide feasible suggestions and policies for promoting the development of small irrigation and water facility construction,improving the efficiency of water resource utilization,and further promoting sustainable development in modern agriculture of Zhuji City.It might be theoretically or practicably preferable for the subsequent related researches.
