Cultivated land resource is one of the most important material bases for human survival and development,and responsible for providing food for human beings.However,with the improvement of China’s comprehensive national strength and the evolution of industrial structure,especially the acceleration of urbanization,the agricultural land,especially arable land resources,has gradually become a very scarce guarantee resource.There is a lack of arable land resources.How to improve the efficiency of cultivated land use is imminent.Jilin Province,as a major agricultural province and grain production base,is an important grain production base in China.It bears most of the tasks of national grain supply and occupies an irreplaceable and irreplaceable position in the development of national agriculture.The quality of cultivated land protection in Jilin Province,the amount of grain output and the quality of grain are directly related to the national food security situation.Therefore,in order to guarantee the utilization efficiency and level of cultivated land resources in Jilin Province,the study on the utilization efficiency of cultivated land and the analysis of its influencing factors is of guiding significance to the work of cultivated land in Jilin Province.In this paper,data envelopment analysis model is used to calculate and analyze the cultivated land use efficiency of Jilin Province and nine cities and states in Jilin Province.The influencing factors are analyzed by using Tobit model.Through the study,the following conclusions are drawn:(1)From 2007 to 2017,the cultivated land use efficiency in Jilin Province has tended to be stabilized after fluctuattion first.Generally speaking,the trend of PTE and SE is consistent with the fluctuation of cultivated land use efficiency in Jilin Province,and the comprehensive technical efficiency,pure technical efficiency and scale efficiency show a higher level.From the change trend,the comprehensive technical efficiency is mainly affected by scale efficiency,which indicates that there is still a gap between the existing production scale and the optimal production scale of farmers.The intensive use of cultivated land is mostly in the state of constant or increasing returns to scale,which indicates that the level of cultivated land utilization in Jilin Province is gradually improving.(2)Through analysis and comparison,it can be seen that there are great differences in the utilization efficiency of cultivated land between nine cities and states in Jilin Province.The cities with effective or efficient utilization efficiency of cultivated land are Changchun City,Siping City,Liaoyuan City,Songyuan City and Yanbian Korean Autonomous Prefecture.The cities with the most ineffective years of cultivated land use efficiency are Jilin City,Tonghua City,Baishan City and Baicheng City.The main reason for the inefficiency of DEA is the scale efficiency.The pure technical efficiency is better than the scale efficiency.(3)The influencing factors of cultivated land use efficiency in Jilin Province are analyzed by using Tobit model.The results showed that the amount of chemical fertilizer applied per unit area of cultivated land and per capita net income had significant positive effect;the proportion of affected area in cultivated land area and the total power of agricultural machinery per unit area of cultivated land had significant negative effect;the effective irrigation efficiency and per capita sown area had no significant effect on the utilization efficiency.According to the above analysis results,some suggestions of improving the utilization efficiency of cultivated land in Jilin Province are put forward.
