The Green Project is an ecological construction project that has been carried out since the country's founding,and which involves the most extensive scope,the largest investment,and the largest amount of works,Comprehensively evaluate the social and economic benefits of Green Project is a important way to measure the Project's performance,but also a important basis for continuous development of Project and guarantee the effect of relevant policy.Since the implementation of the project of returning farmland to forests,many scholars have carried out a large amount of research on the comprehensive benefit evaluation of the project of returning farmland to forests and achieved certain results.However,looking at the existing research results,there are still existing statuses that the index system is not perfect,the evaluation methods are not uniform,and the evaluation results are not reliable,making the evaluation work unable to better guide the follow-up development of the project of returning farmland to forests.Therefore,on the basis of summarizing the existing research results,this paper introduces the combined evaluation method into the evaluation of the comprehensive benefits of the project of returning farmland to forest,and constructs a comprehensive benefit evaluation index system and evaluation of the project of returning farmland to forest in the Loess Plateau of northern Shaanxi Province.model.Then,based on the combined evaluation model constructed,the empirical analysis of the comprehensive benefits of the five typical return farms in the Loess Plateau of northern Shaanxi was conducted,and policy recommendations were put forward.The main research contents are as follows:(1)A comprehensive benefit evaluation index system for returning farmland to forest project in the Loess Plateau of northern Shaanxi was constructed.Based on the principle of constructing the evaluation index system,this study combines theoretical analysis and practical investigation,and finally establishes a procedure for the establishment of an evaluation index system in accordance with the steps of constructing an overall indicator framework—theory and practice combined with pre-selected evaluation indicators—expert screening evaluation indicators—establishing an evaluation index system.Comprehensive Benefit Evaluation Indicator System of Returning Farmland to Forest Project in Loess Plateau Region.The indicator system includes four levels of the target level,the status level,the factor level and the indicator level,and a total of 16 evaluation indicators.(2)Based on the combined evaluation method,a comprehensive benefit evaluation model for returning farmland to forest project was constructed.After conducting an in-depth study of the existing single grant method and single evaluation method,this study chose AHP and CV as the sole weighting method,and chose the composite index method,the efficiency coefficient method and the grey correlation method as the The single evaluation method and the combination evaluation model were constructed based on the average method to construct a relatively complete theoretical system of combined evaluation.(3)Using the combined evaluation model constructed,five typical regression farms were analyzed empirically.In this study,five typical return farm counties in the Loess Plateau of northern Shaanxi Province were selected as the research objects.Through the methods of vegetation survey,farmer survey,field sampling,indoor measurement,and consulting statistical yearbook,the comprehensive benefits of returning farmland to forest project in five research counties were evaluated.In the rankings,the overall benefits of returning farmland to forest projects in five counties were Wuqi,Ansai,Qingjian,Suide,and Mizhi.Then through the calculation method of the degree of compatibility compatible combination evaluation method is higher than that of any other kind of single evaluation method that combined evaluation method relative to other single evaluation method has higher reliability.(4)Based on the results of the empirical evaluation,some policy recommendations are proposed for the study area to promote the sustainable development of the project of returning farmland to forests in the study area.
