| Medical information construction is quite important for Chinese medical and health system reform, and it is also essential for the modernized management of Chinese medical and health organizations. In medical and health service industry, medical information construction can be view as a historical process of utilization of information technology and information resources, improving the service quality and effectiveness, reform and optimization of resources and factors, and finally industry upgrading. It is based on computer technology, modern network communication technology and database technology. It provides the collection, restoration, sharing, retrieve and data exchange of medical information, satisfies the functional needs of authorized users such as hospitals, public health management organizations, government and citizens. From the introduction of basic theory, the article comprehensively demonstrates the definition, service objects, targets, content, key tasks and implementation method of medical information construction. After deep investigation in current situation of worldwide medical information construction, the article subsequently points out the major problem of Chinese medical information construction. Comparative analysis of medical information construction process and referential experience are included.Based on investigation in medical information construction of Hunan province, the article suggests some major problems and illustrates some possible causes in different aspects, the problems include lack of top design, shortage of multiple skills human resources, void regulation of the market and failure of the projects. Comparison between some typical cases provides relevant solutions and methods which include outsourcing, human resource education program, government regulation, standard of data exchange, project management and project supervision. These solutions have substantial value of improving medical information construction process. With these methods employed, medical resources and utilization will be optimized, and the objectives including effective communication and sharing of medical information, effective management of medical and health organization, improved medical service quality and improved hospital environment can be achieved. |
