| Objective: In this paper,through the comparative JCI international accreditation of medical organization,regulations,measures for medical quality management of ISO9001 and our country the tertiary hospitals evaluation method(2011 Edition)"of criteria and characteristics To analyze the effect of different methods of evaluation on the comprehensive service efficiency and management level of the selected sample hospitals,By contrast to the approach to the assessment of the content analysis,find out the deficiencies and problems existing in our country rank hospital appraisal standards,proposed to further improve the assessment methods,promote the establishment of the policy review,provide standardized recommendations for medical institutions in China rank hospital accreditation policy and implementation.Methods: This paper mainly uses the literature consulting,comparative study,comprehensive index method and statistical analysis of the Xinjiang a five comprehensive tertiary hospitals in operation and comprehensive service ability;Secondly,through the relevant channels to obtain the sample hospital response to medical institutions,health services,human resources,and other data,Using Epidata3.1 software to establish a database,Excel 2007 Software for data processing,SPSS17.0 statistical software for data collection and analysis,Set up 6 dimensions of 19 indicators,And the determined high or low property of the index.Finally,the comprehensive index method was used to compare the indexes of the five hospitals and the results were compared with that of the dimension index.Third,to get the standard data using T test and chi square test out the reference index has no statistical significance,and finally compare the three methods of performance evaluation under the perspective of their hospital and the impact,In which dimension index is more obvious,our district level hospital evaluation index standard which part need to strengthen and improve.Results: 1)through the analysis of the composition of health human resources in five medical institutions,health technicians,practicing(Assistant)physicians,registered nurses accounted for the proportion of health personnel,As the use of JCI international medical institutions accreditation regulations A hospital in the master’s,doctoral compared to other hospitals as high as 3.86% and 24.1%,Has reached the JCI international medical institutions assessment regulations in the health personnel management part of the indicators;Followed by the B hospital,B hospital ISO9001 medical quality management approach,the use of health personnel management is the PDCA model,the quality of health personnel-intermediate quality-end of the final quality assessment,In the master、doctoral ratio followed by A hospital,accounting for 1.66% and 23%;C,D,E hospitals are using the grading of the hospital accreditation approach,in which the structure of health personnel and A,B hospital,compared to the more obvious difference;2)At five three level of first-class hospital expenditure and the personnel expenditure,logistical support expenditure analysis shows that D Hospital of personnel expenditure>hospital C>hospital A>hospital B>hospital E,logistics security expenditure in hospital B>hospital D>C hospital>hospital for E>hospital A;3)as well as the bed service utility analysis that a hospital bed turnover frequency and bed usage,the average hospitalization day in five hospitals efficiency ratio is relatively high,followed by the hospital B,but B hospital beds using rate is high,and turnover of beds and utilization rate is not proportional,B hospital patients vary.C,D,E hospital bed turnover times in an average of 28.72%,lower use rate of 87.43% on average,compared to the situation in bed service idle phenomenon shows serious health personnel;Four,to five grade three general hospital to provide overall service capacity efficiency,using comprehensive index method of 19 standards comparative analysis show the capacity to deliver services efficiency are standard in three general hospitals of A,B,C,E,and D general hospital did not amount to mark.According to the comprehensive index ranking,I_A>I_B>I_C>I_E>I_D,Description A hospital efficiency is better than B hospital,B hospital is better than C hospital,C hospital is better than E hospital,E hospital is better than D hospital.Conclusion: According to the Urumqi City in five tertiary hospitals use evaluation method of comprehensive benefit of hospital effects can be seen characteristics,merits and drawbacks of the existing three medical institutions evaluation index system.JCI international standard indicators of the most comprehensive,on hospital quality management review system promotes the strongest,and is particularly applicable to the doctor in the diagnosis and treatment of patients can not be standardized,but the standard job too different,assessment indicators detailed and complicated,poor maneuverability,generally in consulting,management and education set in a body,resulting in a cost to rise too high;Measures for medical quality management of ISO9001 highlight stressed the leadership role in the management,attention to the medical staff in the work of the technical program seriously,compared to standard JCI international,it pays more attention to the in the management process,to avoid medical errors,improve the quality of medical care,but due to this standard was originally born for the enterprise,for medical institutions targeted poor,the lack of the standard of medical activities;Our country rank hospital appraisal system analysis on point of view,our review has been dominated by the government,but although medical institutions passive participation,evaluation and rating combination as one of fraud exists,the target of evaluation is too full,standards are too meticulous,not suitable for operation problem of medical institutions bring many adverse effects.From the comparison of the hospital’s overall benefit analysis,use general benefit of a hospital JCI international standard and ISO9001 accreditation approach is better,and through the rank hospital appraisal system of medical institutions there are some obvious differences,which can be using for reference international accreditation standard system in the suitable situation in our region based on the,so as to improve the hospital grade assessment system of our country. |
