Establishment A Monitoring And Evaluation System On The "Health In All Policy" Strategy Implemented In Gansu Province

Background: Health in All Policy(HiAP)is the concept of international community to actively advocate health strategy in recent years,that is can affect the Health of the system in agriculture,education,environment,all policy areas,such as through the actions of the Health sector in improving people's Health level and at the same time,improve residents' well-being and national well-off level.HiAP addresses health issues by emphasising the role of multi-sectoral collaboration and the approach of establishing health and public policies for health impacts.Many countries have introduced HiAP concepts and achieved certain results.But there is still no at home and abroad for HiAP effects of policy implementation monitoring and evaluation system,so you need to establish a set of objective,comprehensive and feasible evaluation index system of monitoring the process of policy implementation and effect of HiAP.Objectives: Based on Gansu Province,by establishing HiAP monitoring and evaluation system,to formulate the corresponding monitoring and evaluation system and supervising mechanism foundation for the government,and to promote international HiAP strategy for reference.Methods: This study mainly uses literature studies to analyze the literature and HiAP policies;A systematic analysis of HiAP's monitoring and evaluation logic framework was derived.Build a primary evaluation index through structure-process-outcome mode;Using system analysis to decompose primary and secondary indexes,the evaluation index system is preliminarily formed.Through the Delphi method,the index system is established.By using the analytic hierarchy process to assign weights to the index system,the evaluation index system of HiAP is finally obtained.Results: A HiAP monitoring and evaluation index system was established from the primary index to the third level indicator,and complete the weights of each indicator of calculation and assignment,to form a complete set of HiAP monitoring evaluation index system.Primary index include: structural indicators,process indicators and outcome indicators.Secondary indexes include: accountability mechanisms,institutional framework,staffing,sector participation,health education,conference activities,risk assessment,health information,propaganda,medical and health security,environmental factors,school health,health risk factors,satisfaction,dietary factors,disease factors,social factors,17 indicators.The three levels of indicators include the signing of the HiAP responsibility book,the establishment of a cross-sector fund,etc,78 indicators.Conclusion: A monitoring and evaluation system of the HiAP implementation is established to fill the the blank which lack a management tool of monitoring and evaluation in the process of HiAP strategy implementing all over the world.The construction of the whole index system follows the strict logical thinking,scientific analysis and statistical methods to ensure the effectiveness and feasibility of the index system.
