ObjectiveBy using policy-information conversion and text mining methods,this research seek to establish a three-level indicator system for evaluating the implementation effects of the open-medication policy of Guangdong.The thesis demonstrated the results of evaluation and summarize existing problems and reasons causing them mainly.It offered policy proposals respectively for related government departments as policy-making references.MethodsBy Policy-information Conversion method the research transformed the policy objectives to measurable data,thus data is regarded as objective indicators for evaluating the policy implementing effects.The thesis demonstrated the results of policy objectives conversion by formatting the measurable and verifiable three-level indicator system;In the determination of the weight of indicator system,by applying text-mining method instead of the traditional Delphi method,the research conducted pretreatment ?segmentation?stoping-word process?word frequency statistics?word cloud statistics and unification by using R language and gained each weight of different indicators;and by applying before and after contrastive analysis method,the research looked into implementation effects of the open-medication policy Results1.Establishment of implementation effect indicator system for the open-medication policy in GuangdongBy applying policy-information conversion method,the research primarily selected 3 first-level indicators,16 second-level indicators and 25third-level indicators.Afterwards,it determined weights of differentindicators by using text-mining method and also deleted some reduplicative and difficult indicators under the suggestion of experts.Finally,an indicator system consisting of 3 first-level indicators?8 second-level indicators and 19 third level indicators was established for evaluating policy implementation effects.2.Evaluation of implementation effects of the open-medication policy in GuangdongRefer to the internal evaluation criteria in the document named“Notification about the Project Acceptance of further Implementing the Open-Medication Policy Establishment” that published by Guangdong Health and Family Planning Commission,this research had set standards of policy implementing evaluation and got obvious results through 19 three-level indicators.SuggestionsThe suggestions that this research concluded for policy making included:accelerate electrical information system establishment;ensure functional maturation of policy-implementing platform;accelerate construction of clinical pharmacist team;develop implementing ability;integrate drug-related policy;make concerted efforts of policies;improve the funding level of health resource in east,west and north regions of Guangdong and keep implementing balance of different regions;combine with macro-policy of health reformation to enhance policy implementing effects.
