Research On The Optimization Of The Implementation Of The "two-invoice System" Policy For Drug Circulation In My Country

As a special commodity,medicines are related to people's life and health,and they are related to the survival of people's livelihood.Drug circulation is an intermediate link between the production of medicines and the final use of medicines.It is a complicated market process.In the past,the pharmaceutical circulation market in China's pharmaceutical industry mainly adopted the “multi-vote system” billing mode.The “multi-vote system” “multiple” is mainly reflected in the multiple invoicing of multi-level agents.Under the multi-level drug agent mode,Agents at all levels will increase the price step by step for their own economic interests,and the price of the drug will inevitably lead to a false high drug price.Therefore,the Party Central Committee and the State Council attach great importance to the reform of the field of drug circulation.In February 2017,the General Office of the State Council issued the "Several Opinions on Further Reforming and Perfecting the Policy of Drug Production and Circulation Use",which highlighted the adoption of the "two-vote" policy for drug circulation in public hospital drug procurement.The purpose of the "two-vote system" policy for drug circulation is to cut down the agents in the intermediate links,reduce the circulation of drugs,minimize the cost of drug circulation,and reduce the price of drugs.At the same time,eliminate illegal acts such as commercial bribery and virtual invoicing,and purify Market competition and order creates a fair and just competitive environment.In the actual implementation of the policy,it has indeed achieved good results,but also brought some influences.For example,the regulatory authorities in different provinces have successively issued different implementation rules;enterprises and medical institutions are implementing the "two-vote system".Many problems have arisen in the policy,which has led to a significant decline in the prices of medicines in the “two-vote” provinces;and the shortage of medicines in some remote medical institutions has gradually exposed.This paper aims to analyze the impact of the "two-vote" policy of drug circulation and its causes,using literature research methods,comparative analysis methods,interview methods and questionnaire survey methods,guided by Smith's policy implementation impact theory.Through the analysis of the executive body of the policy and the execution of the object,the authors put forward the optimization countermeasures and suggestions for the "two-vote" policy of drug circulation.The "two-vote" policy for drug circulation has important problem-solving significance and valuable policy exploration under the overall layout of China's medical and health system reform and the healthy China 2030 vision.Accelerating the implementation of the "two-vote" policy can effectively adjust the interest pattern in the pharmaceutical chain,and promote the return of most of the benefits from the circulation and use of drugs to the field of drug research and development and production,accelerate the promotion of innovation in the Chinese pharmaceutical industry,and develop world-class The new drug will make greater contributions to the great rejuvenation of the Chinese nation and the building of a community of human destiny.
