Background:The HIV/AIDS prevention and control practices at domestic and abroadhas proved that the monitoring and evaluation work has become indispensable in thefield of HIV/AIDS prevention and control, and was an important means which ensurethe realization of all the goals and measures of ““Twelfth five-year” action plan”.Therefore, strengthening HIV M&E capacity building has become the consensus ofHIV/AIDS prevention and control works.“Organizing Framework for a FunctionalNational HIV Monitoring and Evaluation System(HIV M&E system)” developed byUNADS pointed out that an organizing framework for a functional national HIV M&Esystem should include12components.Then, how is HIV M&E capacity building in ourcountry? And how to objectively and scientific evaluate the ability of HIV M&E systemin our country has become a problem to be solved in HIV M&E system capacitybuilding.Objectives: To develop the diagnostic tool of HIV M&E capacity and correspondingsystem evaluation model for China’s province, municipality, and county levels, andcarry out trial evaluation using them. Then, mine deficiencies in HIV M&E capacitybuilding to provide evidence-based proof to improve HIV M&E capacity.Methods: In this study, we use the review of the literature and expert advice to developthe diagnostic tool of HIV M&E capacity and corresponding system evaluation model,then use field trials research and empirical study to perfect the diagnostic tool andevaluation model. We use this the diagnostic tool and evaluation model to carry out atrial evaluation of HIV M&E capacity in sample provinces. Use Microsoft excel2003to data entry and quantitative analysis.Results and analysis:1. Developing diagnostic tool and its evaluation model(1)Evaluation model The evaluation should be organized by the AIDS commission orcoordinating authority(such as HIV/AIDS Working Committee Office). CDC and otherprofessional prevention and control institutions can provide corresponding technicalsupport, and other HIV/AIDS umbrella organizations or social organizations can alsoprovide support and cooperation. The objects of evaluation are HIV/AIDS workingcommittee office, umbrella organizations, CDC and social organizations involved inHIV/AIDS of provincial, municipal, and county levels. Evaluation steps include:①establishing the evaluation leading group and collecting relevant documents or date;②grouping in the form of a forum for evaluation;③analysis and use of evaluation results.(2)Diagnostic tool The evaluation content mainly includes the description of12components of HIV M&E system, namely organizational structure with HIV M&E,human capacity for HIV M&E, partnerships, HIV M&E plan, HIV M&E work plan,advocacy and culture for HIV M&E, routine programme monitoring, surveys andsurveillance, HIV databases, supportive supervision and data auditing, HIV evaluationand research, date dissemination and use. Each of the elements has several statementsfor there are three response scales:5-point scale,3-point scale and numerical responses.The diagnostic tool is divided into three levels and used to respectively evaluate HIVM&E system capacity of province, municipality, and county levels. Diagnostic tools foreach level include different components and the corresponding statements.2. Carrying out a trial evaluation in sample provinces by using the diagnostic tool andevaluation modelThis study using the diagnostic tool and evaluation model, taking all level’s HIV/AIDSworking committee office, CDC, HIV/AIDS umbrella organizations and social organizations as the evaluation objects and12components of HIV M&E system as thecontent of evaluation, carried out trial evaluations of HIV M&E system capacity insample provinces and two cities and two countries which under the jurisdiction of thesample provinces. Then found out problems of the three level’s HIV M&E systemcapacity building, its reasons and areas for improvement.3. The overall evaluation of HIV M&E system capacity building in our countryBy analyzing the results of the trial evaluation, this study summed up the progress,problem and measures to be taken in the12components of HIV M&E system capacitybuilding to provide a scientific basis for the capacity building strategy.4. Key issues and their analysis in the trial evaluation(1) The evaluation for HIV M&E system capacity involving multiple departments, inorder to ensure the sustainability and effective of it, it needs all level’s HIV/AIDSworking committee office for organizing and coordination, needs all level’s CDC andspecialized rating agencies for providing the necessary technical support, needsspecialized funding to ensure that the HIV M&E evaluation work smoothly.(2) To ensure the quality of the evaluation, serval aspects are needed to note: thesubjects of evaluation should agree to the purpose of evaluation and the understandingof evaluation indicators; the subjective description of the evaluation objects shouldcombine with the objective documents in the process of evaluation; the evaluationreports should be true and reliable, and can reflect the issues in HIV M&E systemcapacity building, etc.Conclusion:(1) The HIV M&E system capacity diagnostic tool developed in this study has wellscientific and feasible. The evaluation language and indicators of the diagnostic tool aremore suitbable for China’s national conditions. This study will provide necessarymethods and tools to the standardized and systematic evaluation of HIV M&E capacity in our country, and a basis to the targeted strengthening HIV M&E system.(2) The result of test evaluation showed though the capacity building of HIV M&Esystem in our country has made great progress, there were also some shortcomings. Thenext measures needed to be taken was establishing HIV M&E organizational structures,improving the data analysis capability and formulating HIV M&E annual work plan, ect.to further improve the HIV M&E system capacity...
