Study On The Policy Of Chinese Cyber Culture Security In The View Of National Governance

Since the third technology revolution in 1990 s,the internet has developed rapidly around the world,and generated a brand new cultural pattern,cyber culture.The born of the cyber culture pushes the communication and the development of the global culture,but the highly open,virtual and dynamic features of the cyber culture decrease its controllability,resulting in lots of cyber culture security issues,which influences national security badly.And those issues need powerful cyber culture security policies to work out.However,there are lots of problems in Chinese cyber culture security policies,such as,low predictability in policy-making,poor performance in policy implementation and inadequate policy evaluation ability,needing powerful theory to guide and improve.As the 3rd Plenary Session of 18 th Central Committee of the Communist Party of China lying stress on “promoting the modernization of national governance's system and ability”,the relevant researches of national governance are being perfect.With the features of humanity,democracy,multiple governing,interaction and coordination,national governance could direct the Chinese cyber culture security policies to be normative and harmonious,resolve lots of difficult policy problems and satisfy the needs of policy improvement.Therefore,pointing out the guidance and specific suggestions of policy improvement with national governance,which can effectively preserve the national sovereignty and interest of cyber culture security,resolve cyber culture security crisis and stress the power of Chinese excellent cyber culture.
