Research On Cyber Culture Security Governance System

Based on many problems of network culture security,this paper summarizes and refines four aspects of network culture security issues,namely,network culture involving ideological security,network culture against social morality,network culture of religious conflicts and ethnic contradictions,network culture of individual rights.This article is to discuss the above issues.This paper believes that the current supervision of the above-mentioned network culture security issues is generally effective,but the problems in some specific areas are still outstanding,and it is necessary to increase the governance.In the sample analysis of questionnaires,the sum of the two accounts that personal information has been leaked and suspected of being leaked is 87.32%.Although this is only an analysis of the sample of the questionnaire,it can also reflect the severity of the problem from the side..The rapid development of network technology and the emergence of network culture security issues have made the innovation of network culture security supervision methods and the improvement of network culture security supervision system a very urgent and important issue.This paper focuses on the four aspects of the above-mentioned network culture security issues in China,and discusses the reasons for its formation,the dilemma of governance,the definition of the main body of governance and the experience of foreign governance,striving to construct a theory suitable for network culture security governance,conducting in-depth analysis and multi-angle empirical research,and proposing a systematic governance system.This paper takes "decentralization-governance”as the internal logical analysis framework.To achieve effective governance of network culture security issues,each subject needs to fully exert its initiative and enthusiasm,and participate in the governance of the problem.That is,the party committee and the government need decentralize the governance to the society.In essence,it is the process of the return of power from the government to the society,that is,from a single top-down approach to a multi-party equal synergy model,and also the reconstruction of state and social relations.The reconstruction of the network culture security governance system needs to reshape the relationship among the party committee,the government and other governance entities.This is also an important feature of the construction of the network culture security governance system.Under the common goal,realize the reconstruction of power and the effective management of problems.In terms of theoretical innovation,after systematically combing and analyzing governance theory,polycentric governance theory and grasping theory,combined with the characteristics of network culture security issues,a new theory polycentric grasping governance theory is constructed and put forward the research hypotheses and analytical framework.The polycentric grasping governance theory combines the characteristics of polycentric governance theory and grasping theory,and combines prevention and governance organically to make it more adaptable to the characteristics of network culture security in terms of applicability,so as to reflect its value and significance.This paper has carried out in-depth research and discussion on various aspects of the formation of network culture security governance system from different perspectives and different analysis methods.In the research on the definition of the main function of governance,the "Notice on the Management of Mobile Game Publishing Service" issued by the former State Administration of Press,Publication,Radio,Film and Television was selected as the analysis case.The reason for choosing this notice as the case for research and analysis is not only because the "Notice" was obtained the wide attention,but also because the content of mobile games can cover the above four aspects of network culture security issues.This led to the investigation of the former SARFT,the former Ministry of Culture,the Beijing Cultural Promotion Center,the Haidian District Committee Propaganda Department and a number of mobile game companies in Beijing,Shanghai and Guangzhou,covering different types,and based on which summaries and combing the paper.In the empirical research,the final formal questionnaire was formed by consulting experts,using quantitative research methods,and using Beijing,Liaoning,Hebei,Shanghai,Guangdong,Hubei,Qinghai and Xinjiang Uygur Autonomous Region as the place of questionnaires placement,the number of valid questionnaires collected was 2,130.Then,through the SPSS analysis software,the collected data were analyzed by frequency and other methods,and the following main conclusions were drawn.First,the network culture security problem is generally under effective supervision,but some aspects are more prominent;It is necessary to do more work in the three aspects of prevention,filtration and supervision;the third is to conduct research on the applicability of theory and problems to achieve the goals set in this paper.This paper explores how to effectively manage network culture security issues through literature review,in-depth research,questionnaire surveys,and empirical tests.Through the above analysis,it is believed that a comprehensive system of prevention,governance and punishment should be established in the aspects of risk definition of network cultural security issues,construction of prevention mechanism,construction of governance system,construction of governance mechanism,improvement of relevant legislation and construction of disciplinary mechanism,which to achieve the effective management of the above-mentioned network culture security issues.The contribution of this paper is mainly reflected in two aspects.One is based on the polycentric governance theory and the grasping theory,which forms a new polycentric grasping governance theory and constructs a new theoretical analysis framework.Secondly,on the basis of drawing on the effective governance of network culture security issues in other countries,combined with the functional definition and empirical research of governance subjects,it puts forward policy recommendations for solving the problem of network culture security in the future,that is,establishing a governance system of prevention,governance and punishment..
