Cause And Treatment Of The Dislocation Of The Public Cultural Service Function Of Nanning Municipal Government Under The Mode Of Multi Governance

Ever since the last half of 20 centry, the fast development of culture has left its mark on our daily life. Effecting our knowledge, our media, our entertainment, this development is considered to be an important part of a nation's soft power. One of the goal set up by CCP during its 18th congress is to strengthen the society's culture, give improvement to our life, and thus increase our nation's soft power. Following this instruction, the government of Nanning city also set up its goal to build Nanning up as a region center for culture development and culture exchange. This research is based on public culture service provided by the city government. Because culture service is en important part of the city government's duty, culture services government provided will surely effect the society. In this research, we will use data analysis and examples to discover the cause of resent misplacements of governmental service on culture development. We belive those misplacements of government resources is because we uphold some old ideology which limit us, also our culture service system is based on such old ideology, we are lacking in both governmental structures and nongovernmental organizations. We want to find a way to solve them by means of applying new theory of public administration. In this research we will try to come up with advises for our current situation. We will try to correct our mistakes, create a multiplex various culture services system. Those advises will be focus on governmental structures reform, services enforce, and nongovernmental organizations supports. All advises are well considered with the identical of our beloved Nanning city and will be based on reality, fully available for today.
