As a key enabling technology, nanotechnology has a large variety of potential applications. And it has already made great achievements in fields of health care, energy sources, environment and manufacturing. However, nanotechnology also has large uncertainty that result from the new qualities of shape, scale, chemical reaction, surface structure and solubility. Growing research suggests that nanomaterials may create potential risk to health, safety and environment while benefiting mankind, which would also make great challenges to the society, ethic and law. Currently, nanotechnology practitioners, especially workers and researchers are the most possible people to be exposed to nanomaterials. However, the uncertainty of nanotechnology directly results in lack of standards and a serious of labor security problems. This means the practitioners are facing unprecedented risk now. In this situation, we need to consider whether appropriate measures should be taken to ensure labor security of practitioners under the uncertainty of nanotechnology. This thesis analyses the purpose and ethical basement of labor security, discusses nowadays the morality intention of modern labor security system is justice, instead of mercy. Based on Rawl's principles of justice, especially the content of difference principle, this thesis analyses the partiality to vulnerable groups and the idea of compensation reflected in difference principle are immanent virtue of labor security system. According to this, proposing to perfect the labor security with the presumption of guilt and compensation principle stretched from difference principle. This means that presumption of guilt should be used at the uncertainty of nanotechnology. On the basic of justice principles, appropriate labor security measures and compensation should be taken for the practitioners.
