Informal governance means a kind of property or relation form, which bereflected in the operation process of the power relations, showing informalcharacteristics.It is produced by related power subjects who interact in theprocess of internal governance mechanism.The mechanism is out of the formalorganization, which is mainly influenced by ethics, customs, ideology etc.In theclan areas,the main bodies of the power relationship includes the townshipgovernment, village committee and village cadres, clan. It is the interactive gamebetween them shapes the structure of the power relationship, and affect thebasic form of the grassroots governance.The informal governance brought theplight of grass roots governance. Governance dilemma is not conducive to theimplementation of the national policy, and hinder the development ofgrass-roots society.This paper focuses on the analysis of the mechanism in grass-roots powerrelations which produced by clan, and how the relationship is to shape theinformal grassroots governance.Through field research and interviews on theforty villages,we found that the reasons for the informal characteristics ofgrassroots governance lie in the differences of the behaviors logic between thepower relations. Different interest demands make it difficult to reach aconsensus on action.In the clan regions, clan strengthened the informalgrass-roots governance form, affected the composition of village cadres by thevillage committee election. Village cadres represent the interests of the clangroup and make national policy ineffective.Cadres behavior logic is the internalfactor of the grassroots governance dilemma. Now,grassroots social interestsrelation show its fragmentation and complex, how to walk out of the dilemma isto seek interests coordination between power subjects, emphasize the mainresponsibility of the government,and the interactive and cooperative governancemechanisms between interest groups.
