Multi-central Government Research On The Utilization Of Traditional Tribal Cultural Heritage Of Guizhou Province

Traditional villages carries on countless cultural heritage after agricultural civilization, yet many of them wither against the background of industrialization and urbanization, even face the crisis of survival. To explore the use of traditional cultural heritage village is a good way to promote its sustainable development. It mainly involves the study of technology and management to the use of traditional cultural heritage village, In terms of techniques, it mainly involves how to make use of cultural heritage more diversified. With respect to management level, this ariticle explores its governce mechanism through the way of using cultural heritage. This paper study the operation and management of cultural heritage from the perspective of public management theory, using literature study, field survey method, case study, which is based on the development of traditional villages of Guizhou Province.The number of Guizhou traditional villages is among the first rank,the local government stress on the use of traditional cultural heritage village accumulates management experience through time.The "rice-fish-duck" industry at Dong ethic village in Congjiangcounty, and public welfare fund called "plan for village" by Tecent company, are both excellent practice of promote traditional villages in Guizhou. While the province also faces a series of problems such as fund shortage, the conflict of interests of all parties, a weak management mode.The local government plays a central role in traditional governance mechanism, making government and market failure inevitable.Ostrom school system analysis proposed the polycentric governance theory, which broke the previous government with the market of two-dimensional framework mode of thinking, emphases on government intervention and regulation on the basis of market mechanism. The theory also introduced community, villagers,non-governmental organizations to the main body, building a kind of applicable to traditional cultural heritage village using collaborative governance mechanism.The government, society and market, in addition to play their own governance role, need to strengthen collaboration. A systematic and complete management mechanism of the traditional village contribute to effective organization, good use of resource and allocated supervision.
