Research On The Government Functions In The Development Of Cultural And Creative Industry In Jinjiang

Development of cultural creative industry is an urgent need of the transformation and upgrading of industrial structure, and it is also the urgent need to achieve comprehensive, balanced and sustainable economic development. Development of cultural creative industry is the historical choice of China's economic development mode shifting from manufacturing to create and complying with the arrival of new economic era. At present, in the developed countries and areas such as Britain and the USA, cultural creative industry development has entered a stage of maturity, their successful experience shows that in the early stage of cultural creative industry, government intervention is very important.The development of cultural creative industries in China is later than that of developed countries, now it is the early stage and needs government intervention. In the development of cultural creative industries, Jinjiang government intervention is the inevitable need, so how does Jinjiang government play its funtions?This paper first introduces the functions of the government should have during the development of cultural creative industry theoretically and then lists the functions that the Jinjiang government plays in the development of cultural creative industry. We can analyze the problems of the government functions in the development of cultural creativity industry by using of the running functions of the government theoretically. Then we can find the reason of the problems. Introduce the running functions of Taiwan and the areas of southern Jiangsu in the development of cultural creativity industry. Then make the contrastive analysis between Jinjiang and them. We can conclude the useful experience to Jinjiang government. Finally in the light of the problems and reasons of running functions of Jinjiang and the lessons of Taiwan and the areas of southern Jiangsu, this paper puts forward the suggestions of optimizing the function for Jinjiang government.The innovation of this article lies in the point that we firstly research the functions that Jinjiang government plays in the development of cultural creative industry. This article makes theoretical summary according to the practical experience of Jinjiang. And it also further enriches of the functions of the government role in academic research in the cultural creative industry development. This paper draws advanced experience from Taiwan and the areas of southern Jiangsu, and puts forward the suggestions of optimizing the function for Jinjiang government in the cultural creative industry development. It can provide references to the Jinjiang government function running. It can also provide experience to other Chinese city government at the county level for the development of cultural creative industry.
