Recently,the haze weather has been break out on nationwide,especially in the north of China.The haze weather has a strong impact on people's production,life and health.Undoubtedly,the haze weather has been one of the most serious challenges for China's social and economic development.The essence of tackling haze is the distribution of governance costs to a large extent.It means that when different personal interests are facing the common environmental crisis.What principle should we obey to distribute the burden of governance? How to definite the obligation of the environment participants? And what standard can be used to definite the environment participants' amount of emission reduction or the degree of limitation of rights? This paper,first of all,discusses how to distribute the cost of eliminating haze in the principles of polluters and beneficiary pay and equal responsibility.However,these principles all have inherent vices.Consequently,in the last part of this paper,it is raised a different one——Equal division principle.“Division”,here,is the loss that we give up doing one thing to do another thing.This principle in eliminating haze means that if we reduced emissions we would get losses in economy or lose development opportunities.These losses are “divisions”,the so called governance costs.The “equal division principle” we raised requires that every one should undertake divisions,not of the same quantity,but in equal cost.
