Research On The Related Ethical Responsibility Analysis And Countermeasure Of Haze Governance

With the further advancement of the country's industrialization and urbanization,energy consumption continues to increase,and haze has gradually increased.Regional atmospheric environmental problems characterized by particulate matter(PM10)and particulate matter(PM2.5)are becoming increasingly prominent.In 2012,the Chinese government issued the “Twelfth Five-Year Plan” for the prevention and control of atmospheric pollution in key regions.For the first time,it formulated strict goals and measures to prevent and control air pollution in 13 key areas in the country.In January 2013,China continued its severe haze that affected nearly a month and affected a wide range of areas,causing domestic and foreign concern and even becoming a political issue.In recent years,the Chinese government has increased its efforts to control haze and has achieved certain results,but haze pollution still threatens people's health.This article analyzes the haze of governance from the perspective of ethical responsibility and provides useful ideas and references for eradicating haze.This paper reviews relevant laws and regulations governing haze in China in recent years and related governance measures,as well as the related concepts of haze management,especially related to the ethical responsibilities.Analyzes the related responsibilities of haze management from an ethical perspective,and pays attention to issue orientation.Initially put forward targeted ethical countermeasures.This paper holds that the main body of ethical responsibility for haze control is government,enterprise,public and media.Then,analyze the responsibility main body role in the process of governance haze,according to the liability subject in recent years,the difficulties in the process of cure haze,and then clear the responsibility main body's ethical responsibility.The paper believes that the ethical responsibility that the government should bear during the process of governance is: The responsibility of "serving the people wholeheartedly",the responsibility of administrative justice,and the responsibility of administering democracy;the ethical responsibility that companies should bear is: Ecological ethical responsibility,ethical responsibility and social ethical responsibility;the ethical responsibilities that the public should bear are: The unity of knowledge and practice,the responsibility of active participation and the responsibility to improve moral cultivation;the ethical responsibility that the media should bear is: adhere to the responsibility of respecting facts,objective reporting,and public evaluation.Finally,the author puts forward the ethical countermeasures to control haze.The government's ethical countermeasures are: set up the correct ethical concept of haze;We will institutionalize and institutionalize the government's ethical responsibility for combating haze.The ethical countermeasures of corporate governance include: strengthening the construction of enterprise ecological culture;In order to control haze and adjust the concept of enterprise development;Strengthen corporate social responsibility.The ethical countermeasures of public treatment of haze are: to raise the awareness of the ethical responsibility of the public to treat haze;Widely promote the public's ethical responsibility for the treatment of haze;Advocate low carbon,environmental protection life idea.The ethical countermeasures of media participation in the treatment of haze include: improving the guidance of public opinion on the interpretation of haze policy;Build an interactive platform for multi-party participation.This paper mainly uses the literature method,analogical reasoning method,and statistical analysis method.Through the analysis of the ethical responsibilities regarding the management of haze,the ethical responsibilities of each subject in the process of haze management are clarified,and then the countermeasures for haze management are proposed from the perspective of ethics.In short,in the process of controlling haze,only the behavioral subjects can fulfill their responsibilities in order to achieve the desired effect of governance.
