Research On The Role Of Government In The Development Of National Cultural Industry In Western China

Since the Fifth Plenary Session of the 15th CPC Central Committee in 2000, the concept of "cultural industry" has been put forward in government documents for the first time, and the report of the 18th National Congress of the Communist Party of China attaches great importance to cultural construction and puts forward cultural construction as an important part of the China's five pronged strategy for building socialism with Chinese characteristics. And the Sixth Plenary Session of the 18th CPC Central Committee stressed that we must dare to promote the "cultural innovation" to enhance the "cultural self-confidence" of the whole party and the whole people, cultural industry as the 21st century sunrising industry, in recent years has been rapid development and plays a huge value, becoming one of the pillar industries of China's many provinces and cities. As a multiethnic country with five thousand years of civilization history, China has a large number of high-quality historical culture, folk culture, ecological culture and religious cultural resources and other national cultural resources, there is a deep potential of cultural industry development. However, in the western region with more than 70% of the national minority population, due to the level of economic development, location conditions and other constraints, its cultural industry development level is still far behind other regions, resource advantages are difficult to translate into industrial advantages. As a manager of social and economic affairs, the government has great responsibility for the development of national cultural industry. It is necessary to discuss the role of government in the development of national cultural industry in the western region.Based on the function of the government, this paper analyzes how to define the role of the government in the development of the national cultural industry in the western region in view of the the theory of government role, the protection theory of infant industry and the theory of Porter diamonds. This paper analyzes the absence,dislocation and offside performance of the role of government, and put forward the idea of improving. The purpose of the study is to meet the needs of the society, and to promote the development of the national cultural industry in the western region by promoting the improvement of the role of the government in order to promote the overall regional economic development and promote the "cultural innovation" and enhance the "cultural self-confidence".This article consists of six chapters. The first chapter puts forward the problems and clarifies the significance of the research, and analyzes the domestic and foreign research on the development of the national cultural industry in the western region and the orientation of the relevant government roles. The second chapter defines several core concepts involved in the article. This paper expounds the theoretical basis of the paper and discusses the reference significance of the theory of "government role","protection theory of infantry industry" and "Porter's diamond theory". The third chapter is the central chapter of this paper, Chapter 3 analyzes the development of national cultural industry in the western region, and points out the characteristics and dilemmas of developing the national cultural industry and emphasizes the necessary of the role of government. In the four-th chapter, on the basis of the previous analysis, there are four roles of the government,including the guarantor, the guide, the contributor and the supporter in the development of the western national cultural industry. Chapter 4 has also analyzed the absence, dislocation and offside in the actual role bearing; the fifth chapter draws the principles and concrete measures that should be followed in the optimization of the role of the government. Chapter 6 summarizes the whole paper and puts forward the prospect. This paper argues that optimizing the role of the government in the development of the national cultural industry in the western region should follow the four principles and take four spectific measures.
