On Government Role In The Development Of Cultural Industry

In today, when the mankind steps into the 21^st century, with the constant propulsion of cultural marketization tide, the problem on the development of the cultural industry has been a hot topic in all academic fields. Our country is a cultural heavyweight, but the cultural industry is an emerging industry, still in its infancy at the present time. So the government must play a leading role on the development issue of the cultural industry. Seeing that empirical research about it is lacking, from the angle of the management, the article analyzes the roles what government should play in the development of cultural industry, taking Liujiang County in Guangxi, which is much potential for developing cultural industry, however, fails in developing it well, as a case.The article is divided into four chapters. In the first place, based on the correlation theory, it analyzes the necessity of the governmental management on cultural industry, main operation laws of cultural industry, cultural function of the government in the development of cultural industry; cultural management styles of overseas great power in cultural industry are summarized, with government roles in cultural industry being compared between foreign governments and our government, and with successful experience being learned. Secondly, it empirically analyzes the current situation, achievements under the guidance of the government, strengths for development and potential cultural industry of Liujiang County. Furthermore, in view of the government role, it analyzes the main problems of the cultural industry in Liujiang County and the reasons beyond them. Finally, faced to these problems, the countermeasures how the government exerts its roles to speed up the development of the cultural industry in Liujiang County are put forward.
