Since 1932,after the establishment of Manchukuo fostered by Japan,it began to take over colonial rule in Northeastern.Through puppet regime,it began to plunder and control Northeastern in an all-around way.With the consideration of the war to Soviet Union and the interest in China,the puppet government paid highly attention to construction and development of transport.Thus,water,land and air,three-dimensional transportation network constructions run through the rise and fall of Manchukuo.Considering the importance of road construction to colonial rule and material plunder,they tried its best to build it comprehensively.They continuous improved the constructions of the road network,like national roads,county roads and township roads and infrastructure projects,developing a system of road construction and maintenance.In addition,in view of the condition that frequently traffic accident and confused traffic regulation,the puppet authorities formulated and promulgated traffic rules and regulations,governed traffic rules strictly?Clearly define the limit speed,limit load,inspection work and so on,formulated the relatively punishment,regulating pedestrians,vehicles effectively,which had yielded impressive results.Though they left marks of colonization and aggression through the process,it can't denied that the management measures develop the road transportation of Manchukuo in some sense,and promote its modernization.
