After the" Mukden Incident", Japan invaded and occupied the eastern part of Inner Mongolia soon and fostered the puppet regime Manchukuo, while implementing the comprehensive colonial policy at politics,military, economy and culture fields. With the deepening of the aggression, Chi feng area was also zoned under the governance of Manchukuo and it became one of the important regions in the eastern Inner Mongolia that Japanese invaded and colonized. This paper mainly studies a series of socio-economic situation which reflected in Chi feng area under the Japan’s colonial ruling policy. Japanese imperialism established Manchu Central Bank Branch, issued Manchukuo currency, reset the financial and tax system. At the same time, developed traffic routes and built communication facilities in many ways to establish perfect transportation network that transport resources and confidential information easily. In addition, Manchukuo government formulated "rationing system" and Conscription, grabbing land further, and plundering the grain resources and labor resources in Chi feng area to achieve the purpose of "sustaining war by means of war". As the control and suppression of the Japanese imperialism, industry and commerce both emerged varying degrees of decline phenomenon in this area. In order to enrich finance and obtain further profit, the Japanese puppet regime carried out the special opium policy here and encouraged people to plant poppy and smoke opium. Opium trade and opium smuggling went rampant at that time and Chi feng became one of the worst areas which eroded by Japanese drugs.
