With the rapid growth of globalization and national economic development,cultural trade,as a core component in international trade,is becoming increasingly important and has already become a new competitive field in international trade.Therefore,many kinds of cultural trade barriers has been set up,which leads to different implementation effects because of its own particularity.At present,most countries have set up many barriers in cultural trade,but whether these barriers can be directly played are still restricted by different factors.Therefore,it is necessary to take a closer look on the effect of international cultural trade barriers.The effect of international cultural trade barriers mainly includes two aspects,first is the actual implementation effect of barriers and second is the impact of the barriers.The effects of international cultural trade barriers are affected by multiple factors.It is directly affected by legal and regulatory factors,and also indirectly influenced by policy supervision,cultural attributes and external environmental factors.Cultural trade barriers are more convert and various,and its regulations are set up not only for economic interests,but also for the need of cultural sovereignty.In addition,international cultural trade barrier includes cultural products trade barrier and cultural service trade barrier,so it conbines characteristics from both the above ones.As for the mechanism of the barrier effect,cultural products trade barriers mainly follow the traditional trade barriers,with tariffs,quotas and subsidies as the main line;and cultural services trade barriers are mainly based on the four ways in service providing,and focus more on elements of movement and other contents.International cultural trade barriers have a profound impact on world cultural trade and the involved countries.On the one hand,it not only directly affects the balance of supply and demand in the world market,but also changes the scale,structure and rules of cultural trade.On the other hand,it also indirectly influences cultural investment,cultural financing and other related field.At present,China has clarified some barrier measures,most of them focuse more on foriengn market access restrictions.China is now facing many difficulties from the international market,our cultural market is facing the pressure from increasing cultural demand and more severe international environment.At the same time,China faces more frequent trade friction in cultural trade field.Therefore,China needs to make three important changes,which includes international response,policy formulation and enterprise regulation,in cultural trade barriers to adjust itself in the international environment and to maximize the positive influence,meanwhile to weaken or avoid the negative impact of cultural trade barriers.Accurate understandings on the effects of cultural trade barriers will help China to face and deal with trade friction and disputes in international cultural trade and to promote Chinese cultural products and service export to forgien markets more effectively and smoothly.
