This paper is a report on the translation of “The Birth of the Education President: From Local Control to the Common Core” by Robert Maranto,Michael Q.McShane and Evan Rhinesmith.The original text is an academic paper,belonging to a series,Education Reform in the Obama Era--The Second Term and the 2016 Election.The academic paper to be translated has three main parts: a short history of American public schools: from informal to institutional,the changing role of the federal government in education and the presidency of contemporary education.It offers a sophisticated overview of the American education history as well as President Obama's education agenda,exploring how and why education policy became national and ultimately presidential over the past decades.According to Katharina Reiss' s classification of text type and Hans Vermeer's Skopos Theory,the translator has managed to translate the referential information in the original informative text in“plain propose” with the purpose of helping the ordinary people have a deep understanding of its history and the management of some relative institutions in American educational system.At the same time,the translator also wants to bring some inspirations to people in the field of education,especially those devoted to education reform.This five-part translation report mainly tells the background and significance of the project,main contents and features of the source text,two translation theories,difficulties in translating and the corresponding solutions and lessons learned from the translation and problems to be solved.
