This translation project report is based on the source text of Teacher Education Reform Initiatives and Special Education: Convergence, Divergence, and Missed Opportunities, a literature synthesis published by the Office of Special Education Programs and the U.S. Department of Education. The original text uses unique perspectives to illustrate the development phases of American education reform and special education, and the four phases are as follows: the need for a knowledge base, the rapid expansion of reform in teacher education, the turn to accountability in teacher education and the deep rooting of accountability in teacher education. Meanwhile, the source text comprehensively analyzes the effect of education reform and special education on the development of human society and puts forward that an organic convergence of special education and general education should be piloted. The translator, guided by Vermeer 's Skopos theory, elaborately analyzes the overall structure and skeleton of the original text, and deploys some key translation methods such as addition, omission, conversion, division so as to deliver the message of the original text with accuracy and loyalty, hence improving the translator's ability in translating informative texts.
