The South China Sea dispute is an important issue in China's current diplomatic relations. The origin of this problem can be traced back to the 1930s when France took advantage of China's resistance to Japan's aggression, blatantly occupied the South China Sea islands which belongs to China.France's behavior caused dissatisfaction from Japan.Japan believed that the South China Sea region should belong to Japan's sphere of influence.Since 1933,Japan and France launched a long-standing diplomatic negotiations on South China Sea islands ownership. With the changes of the international situation and the development of domestic political fascism,Japan gradually abandoned the idea of settling disputes through diplomatic negotiations. In the end,Japan expelled the French influences by force, dominating the South China Sea islands.Japan's aggression towards the South China Sea islands is an ever-changing process, which reflects Japan's changes in the valuation of the South China Sea islands.Through analysis of the Japanese archives, this paper studies a series of specific diplomatic actions in Japan at that time,as well as the judgments and thoughts of Japan on the South China Sea islands reflected in these diplomatic actions. This paper mainly analyzes three important periods of Japanese archives, including the instructions of the Japanese Ministry of Foreign Affairs, the announcement issued by the Japanese government, the confidential telegrams between the diplomatic envoys and foreign ministers, and the specific actions of the Japanese navy.Through the literature analysis,Japan's specific diplomatic behavior is restored,Japan's change in attitude to the South China Sea islands is analyzed, and visualized.According to the three-tier analysis method, this image is compared with Japan's domestic fascist level image and Japan's hostility image towards France.Through the comparison of the three it is explained why the attitude of Japan towards the South China Sea islands changed. In addition,in order to avoid the "illusion" brought by the Japanese archives, this paper also studied the Chinese archives and media reports, and analyzed the attitude of China on the occupation of the South China Sea islands by Japan and France. This study found out that Japan's attitude towards the South China Sea islands keeps constantly changing. The fundamental reason of Japanese occupation of the South China Sea islands is due to the deepening of the fascist degree in Japan. But the direct cause of this change is due to Japan's changes in the degree of hostility to France. When the Japanese did not regard France as the main enemy, the South China Sea islands for Japan is not the priority to occupy.Japan's relations with the South China Sea are becoming more and more important when Japan thought of France as a major challenger in Asia. When Vichy France became a potential ally,Japan also suspended the military construction in South China Sea islands. These changes reflect this conclusion.
