Climate change is one of the major challenges facing the world. In order to curb climate change, governments are making efforts to that end.Our government has committed concrete targets such as the peak of carbon dioxide emissions around 2030 at the Paris Climate Conference.Human capital as non-material capital,is the source of economic development, has a significant impact on mitigation of climate change. In this paper,30 provinces and autonomous regions except Tibet are used as research areas to explore the spatial and temporal trends of the four types of human capital stock and carbon intensity in each province. On the basis of analyzing the mechanism of human capital mitigation of climate change,Analysis of human capital to mitigate the impact of climate change, and then for China to reduce climate change to provide an important scientific basis. The full text is divided into six parts:The first part is the introduction, which mainly introduces the research background, theoretical and practical significance, related research at home and abroad, related research review, research content, research methods and technical routes. The second part is the theoretical part. The paper mainly analyzes the concepts of human capital, climate change and carbon emissions, and systematically expounds the theoretical foundation of human capital and carbon emissions, including modern human capital theory, endogenous growth theory, carbon Kuznets curve theory, carbon footprint theory. And finally elaborated the human capital to mitigate the climate change mechanism of action. The third part, based on human capital investment to human capital classification, calculation, description of China since 1995,regional trends in space and time. The conclusions are as follows:(1)At the time level, all kinds of human capital are rising in the fluctuation;(2)In the space, all kinds of human capital base appear east high-west low spatial differentiation characteristic. In the fourth part, the relationship between the four types of human capital and carbon intensity and its mechanism are discussed on the basis of analyzing the spatial and temporal trends of carbon emission intensity in China in recent 20 years.(2)In space,China’s carbon emission intensity shows the north high-south low, high value-high value, low value Spatial Differentiation of Low Aggregation. Then, from the four aspects of economy, agriculture, society, resources analysis of climate change mitigation factors. Finally, the first kind of human capital and carbon intensity to do a simple correlation analysis, and then analyze the various types of human capital to mitigate the role of climate change mechanism, found that all kinds of human capital through the role of economic development, income and consumption levels,Technological innovation and progress, urbanization and other indirect role in the carbon intensity, and thus affect climate change. In the fifth part, using various types of human capital as explanatory variables, technical factors, wealth factors as control variables and carbon emission intensity as explanatory variables.Based on the extended environmental stress model, using panel data of China from 1995 to 2014,Spatial fixed effect model and spatial stochastic model were established in the east, middle, west and northeast regions respectively. The conclusion shows that the basic human capital and knowledge-based human capital have a positive effect on the intensity of carbon emission, while the skilled human capital and the institutional human capital have negative effects on the intensity of carbon emission. The positive and negative sign of the coefficient of population factor And the lnPGDP of the wealth factors are positive in the whole country and in the east, while the influence coefficient of lnPGDP is negative in the middle, west and northeast regions, and the carbon emission intensity decreases with the growth of the economy; The lnTI estimated coefficients of the third industry level are significant only in the eastern and central regions, but not in the whole country, the western region and the northeastern region. The positive and negative sign and the sign of the estimated coefficients of the technical factors are not stable. The energy intensity The coefficients are positive and significant. The sixth part summarizes the main conclusions of the paper, and puts forward the countermeasures and suggestions on strengthening the human capital, optimizing the allocation of human capital, cultivating low-carbon technical talents, adjusting the industrial structure and increasing the macro-control.
