Cultural creative enterprises is the product of knowledge economy, the new enterprises are great different from the traditional enterprises, Innovation is the most important core capabilities of the cultural creative enterprises. In cultural creative enterprises, strategy formulation is one of the most complex and the highest hierarchy of management activities. As the core capabilities of the cultural creative enterprises,Innovation Impact on development of enterprises from at all hierarchy, it is the power source and a necessary prerequisite for enterprise development. Based on the perspective of the enterprises core competencies to formulate its development strategy can assist to improve the practical and scientific process of strategy formulation.Therefore, solving the subject of how to formulate the enterprises development strategies from the perspective of innovation has a strong theoretical and practical significance.First of all, this paper analyzes the theory of development strategy for cultural creative enterprise and innovation environment for enterprise, Compare the difference between cultural creative enterprises and traditional enterprises, analysis the enterprise paradigm of the cultural creative enterprises. On this basis, analyze the impact mechanism of innovation on the cultural creative enterprises .Secondly, from three aspects of the knowledge innovation, management innovation and organizational innovation, detailed analysis of the innovation of cultural creative business, and on this basis, constructed an innovative model of enterprises and detailed analysis and hierarchical division indexes and content. Thirdly, established an evaluation system for innovation ability of the cultural creative enterprise and to enjoy the detailed analysis the results may appear. Designed the evaluation and explained the indicators one by one on the basis of DEA method. Then, based on the analysis of the cultural and creative innovation, analyzes the development of strategic positioning and environmental elements of the cultural and creative enterprises. Using the quantitative SWOT analysis methods choose alternative development strategies.Parsing the cultural and creative business development strategy formulation process more complete.In the end, HY Brothers Company, as an empirical case, is used to empirical Study, to evaluate its ability to innovate and formulate the company's development strategy.
