Research Of Guangxi Laibin City Village Public Culture Service Center Construction

Rural culture has always been the top priority of China's cultural construction.During the period of the 13th Five-Year Plan period, the Fifth Plenary Session of the 18th CPC Central Committee put forward the proposal of "increasing the supply of public services, starting from solving the problem of the most direct and realistic interests of the people and improving the public service capacity And sharing levels". Speed up to promote the construction of modern public cultural service system, which not only an important measure to cultivate and carry forward the socialist core values, but also a major task of the current strategy of building a strong cultural power in China and an inherent requirement for building a well-off society in an all-round way. As a new city in western economic less-developed areas, Guangxi Laibin City has explored the the rural public cultural service system for many years, created the national level demonstration zone of public cultural service system successfully, become a sample of construction of public cultural service system model in developing areas, formed a distinctive model named "Laibin model" and expolred a new way of rural public cultural construction in economic less-developed areas.This paper makes a comprehensive analysis of the construction background of the village-level public cultural service center in Laibin City, and makes a four-step combing of its construction process. On this basis, the paper combines with the relevant data and summarize .five aspects Laibin City has achieved in empirical analysis and analytic hierarchy process: the improvement of infrastructure construction, the rich cultural activities and the high participation rate, the remarkable achievements of cultural service,the construction of rural civilization and the remarkable achievements of public cultural service performance. However, there are still four problems in this system: cultural products and services supply imbalance, lack of capital investment, talent shortage and unreasonable structure of the four aspects. Furthemore, this paper selects the typical model of the construction of the public cultural center in the eastern, central and western parts of China, and analyzed the experience and enlightenment of its construction. The paper also puts forward the countermeasures to promote the deepening development of the village-level public cultural service center in Laibin City, that is: give full play to the advantages of talents, strengthen the construction of the village-level public cultural service center team; use the special resources, carry out the cultural activities of the villagers' aspiration; carry in PPP mode, broaden the channels of financing of village-level public cultural services; protect the cultural rights and interests of the villagers, establish and improve the modern management system of the activities center;use multiple supply, build multi-channel supply mode.
