Study On The Construction Of Village Level Public Cultural Service Center Based On Stakeholder Theory

The public cultural service center of the village(community)is the carrier and platform for the majority of the residents to enjoy the basic public cultural services,and is also the focus of the current construction of public cultural service system.Guangxi Yuzhou District of Yulin city within the existing city community,there are villages,village(community)public cultural service center built rate reached 83%,among the best in Guangxi.Analysis and summary of its construction experience has a certain reference significance for the construction of public cultural service centers in the central and western regions and even the whole country.In this paper,Yuzhou District and village(community)stakeholders in the construction of public cultural service center as the research object,using the stakeholder theory,research and analysis of the village(community)the specific service object is the construction of public cultural service center is not clear,efficiency is not high,waste of resources,the management mechanism is not perfect,there are short-term behavior,research on the classification of stakeholders involved in the process of construction,puts forward some countermeasures and suggestions in the aspects of system mechanism,classification management and coordination,improve all aspects of interest group participation,construction of public cultural service center stakeholders governance model put forward ideas,clear the planning,construction and management the performance of the 4 stages,different stakeholder types and main function.One is to carry out the investigation and study,according to local conditions to determine the stakeholders of the construction of public cultural service center;the two is to establish a new system,to provide guarantee for the stakeholders to participate in the construction of rural public cultural center;the three is the construction of scientific classification,common mode of governance of stakeholder participation;four are coordinated,to ensure sustained and healthy development village service center.
