Research On The Present Situation And Countermeasures Of Shanghai Community Cultural Activity Center

From1970s, the developed capitalist countries carried out government reform and gradually change the traditional mode of administration, began to pay attention on the government’s service quality and public satisfaction to the government. Accordingly,"public cultural service" as an emerging field of research entered gradually the scholar’s vision. From the view of China, the construction of public cultural services was officially put forward in2004, the focus of public cultural service system was inclined to the grass-roots In2007,"community cultural activity center" as the main site for people to enjoy the public cultural service come into the people’s sight in2008.With the development of society, economy as well government promotion, the proliferation of "community cultural activity center" play a more and more important role on the improvement of service quality from government to the public as well as public satisfaction to the government. At present, a series of research on the "community cultural activity center" have been done by the domestic scholars, which are mainly divided into two levels, one is to make research of community cultural activity center in the "macro background" setting, and another is to make research the single "community cultural activity center" as the object. However, how to make the "community cultural activity center" really bring into the function of improving government service to our customers, and public satisfaction to the government, should be problem oriented, and set from the angle of countermeasures. The paper is divided into four chapters to research the problems and countermeasures of community cultural activity center, which takes Shanghai community cultural activity center as the object.The1st chapter sorts systematically the policy background, devotes the main characteristic elements, and briefly introduces the development status of community cultural activities center at the national level.The2nd chapter focus on the Shanghai community cultural activity center, including development history, development status, construction experience, and the remarkable results achieved at present, which including the rule making, funding safeguarding, resources distribution, supervision and evaluation, individual innovation.The3th and4th chapter is the focus of this study, which research the problems and countermeasures by using the method of multi level, multi dimension, and countermeasure and question echoes each other. The author tries to analyze and solve the problem comprehensively and exhibits its realistic significance through two aspects within the district, community cultural activity center, five dimensions of management mechanism, performance evaluation, financial status, resource co-ordination and balanced development, and seven dimensions of legal representative, staff, service object, information release, rental site, open time, the activities of the organization and project design.
