With the globalization of economy and the popularization of network information,the Internet has become one of the most important platforms for children's learning,entertainment and social communication.However,the majority of children lack the related knowledge and judgement for surfing the Internet independently.It is an international convention to protect children's Internet access right.Chinese children's Internet protection laws and regulations are in desperate need for further improvement to provide legal guarantee for children's Internet right protection.This is a report on the translation of the first two parts “Preliminary Statement” and “Findings of Fact” excerpted from the E-book Children's Internet Protection Act Ruling(CIPA Ruling).The book discusses the background,the Internet use in American public libraries,Internet filtering technology,and the statutory framework of the ruling.According to the text typology classification criterion of Newmark,CIPA Ruling is a typical legal text of the expressive type.In accordance with the semantic translation and communicative translation,the translator combined the function of the source text and the characteristics of the text type at the macro level and the lexical,syntactical and discoursal features at the micro level,and tried to reproduce the information of the source text based on an accurate understanding of the former.This report contains four chapters.Chapter One presents the source and significance of the translation task,with a focus on the language features and structure of the original text.Chapter Two introduces the translation practice,including the pre-translation work,the translation process,and the revision and finalization of the translated version.Chapter Three analyzes specific cases and their translation strategies guided by Peter Newmark's semantic translation and communicative translation and relevant methodologies.At the lexical level of legal translation,the main techniques used are literal translation and amplification respectively.At the syntactical level,the translator adopted the strategies of sequence translation and the division of one sentence into several clauses.At the discourse level,the translator explores certain translation techniques to deal with the stylized structure of legal text as well as the cohesive devices.Chapter Four is the conclusion of the whole translation practice;it summarizes what the translator has learned from this practice and points out the problems to be solved.
