Research On The Development Of Cultural And Creative Industries In Huairou District Under The Background Of Integrated Development Of Beijing,Tianjin And Hebei Province

'Integrated development of Beijing, Tianjin and Hebei Province' has became China's major development strategy, and as the Cultural Center of China, Beijing's function is much more clear and definite. As the cultural and technological high-end industrial zone, Huairou district is one of the indispensable positions for Beijing to play an exemplary and leading role of realizing the development of national cultural and creative industries.Firstly, this paper generally studies on the development situation of cultural and creative industries in Beijing, Tianjin and Hebei province,under the back ground of integrated development of these three places.Then, I take the development of Huairou district's cultural and creative industry as the key research object. This paper make In - depth analysis on structure(S)-conduct(C)-performance(P) of Huairou district's cultural and creative industry, and laterally analyze with other districts,development experience, in order to explore the bottleneck problems that may restrict the development of Huairou district's cultural and creative industry, such as the limited influence on industrial support policy, the difficulties of attracting high-end talent and project, the weakness of core-competitiveness, original innovation ability and industry convergence.The main contribution of this paper is to analysis the main problem that restrict the development of Huairou's cultural and creative industry,and propose countermeasures and suggestions which can promote the development by applying the SCP analysis framework. My suggestions include providing greater policy and financial support, strengthening infrastructure construction and talent supporting services, undertaking and cultivating high-quality cultural and creative industry resources,promoting innovation and agglomeration development, encouraging the integration of cultural and creative industries and other industries, etc.The first chapter introduces the research background, objective,significance, content and literature review. During the process of the integrated development of Beijing, Tianjin and Hebei Province, Huairou district's cultural and creative industries are facing great opportunities and challenges. This paper will briefly summary related back ground and theories.The second chapter summarizes the development situations of Beijing, Tianjin and Hebei Province's cultural and creative industry, and also describes the policy support status and development direction.The third chapter conducts benchmarking analysis between the development situation of Huairou districts' cultural and creative industry in the 12th Five-Year period and the target in the 13th Five-Year plan,in order to initially look for the gap.The fourth chapter uses the SCP analysis framework and the method of comparative analysis to explore the key problems and causes of the development of Huairou district's cultural and creative industry.The fifth chapter proposes the development strategies and suggestions on the cultural and creative industry of Huairou district based on analysis results and practical industrial development situation, under the back ground of integrated development of Beijing, Tianjin and Hebei Province, in order to further optimize the structure of cultural and creative industry in Huairou district, and improve the high value-added industrial chain, and thereby serve the brand new strategic positioning of Beijing.
