The Problems And Counter Measures Research On The Construction Of Comprehensive Township Cultural Station Of Panshan County

In recent years, with the improvement of economic level, people's spiritual and cultural needs are growing, the party and the nation advocates the direction to build a modern public cultural service system in Panjin City. According to the requirements of accelerating the reform and development of culture, strengthening the construction of socialist spiritual civilization, the construction of socialist culture power country, as the third batch demonstration area construction city of national public cultural service system, from the end of July 2015 to the end of 2017, gradually accelerate the construction of cultural infrastructure, improve the city's level four public cultural service facilities network. Panshan County of Panjin city, as the only county, the development of the cultural construction, the construction of township cultural stations are the public responsibility of county and township government to undertake. The development of comprehensive culture station is also the necessary process of building new socialist countryside, is the inevitable demand of achieving coordinated development to promote the county economy and society.For a long time, the comprehensive township cultural station of Panshan County has played a certain role in enhancing the rural social and cultural level and satisfying the spiritual and cultural needs of rural residents. However, with the continuous development of society and the deepening process of rural reform, the development of comprehensive township cultural station also encountered some problems. Such as the funding lacking of grass-roots government cultural investment, the cultural station staffs can not full-time dedicated, professional quality is not enough, the content of cultural activities in a single form and other issues.In this paper, the writer uses the comprehensive township cultural station of Panshan County as the object of study, through access to literature, field research and comprehensive comparative analysis, introduces the experiences of the United States and Japan in perfecting the public cultural service, and draws lessons from the relevant policies and measures of the development of the public cultural services such as Kunshan City of Jiangsu Province and Changsha City of Hunan Province. On the basis of analysis of the objective evaluation of achievements of the comprehensive township cultural station of Panshan County in the process of its development and summary of its main problems, the thesis puts forward four aspects of countermeasures and suggestions in the aspect of construction and development. First, the government brings into the cultural construction into the urban development plan, to protect cultural investment funds from the policy level; second, to attach importance to the construction of cultural system and mechanism, and formulates reasonable evaluation and evaluation mechanism; third, to innovate the mechanism of personnel selection, and strengthen the building of qualified personnel; last, to innovate services, to combine supply and demand and to create high-quality public cultural services products.
