| Against the backdrop of social and economic restructuring,the government should adhere to Xi Jinping's People-Centered Thought,provide public cultural services that benefit all citizens,and inject inexhaustible spiritual impetus to adapt China's New Normal Status.At present,China's public cultural service system is not perfect,and improving the public cultural service efficiency of the cultural station is the key to get through the "last kilometer" of the public cultural service system,which not only enriches the mass cultural activities of the township residents,but also enhances the sense of gain of the township residents in the development of co-construction and sharing.From the New Public Management theory,the New Public Service theory and the Good Governance theory,this paper draws some parts suitable for the promotion of the effectiveness of public cultural service in China's cultural stations,and constructs an measurement index system aiming at "meeting the public cultural needs of the township people".According to the principles of scientificity,directionality and measurability,this research establishes the measurement index system of public cultural service efficiency of cultural station,including three first-level indexes of service content,service process and service effect.Then,this paper carries out an empirical study on the service efficiency of Changsha county cultural station,and makes an objective analysis of 227 questionnaires.The results show that the efficiency of public cultural services in Changsha county is not high,and the weighted score is only 2.62 points,among which the weighted score of "service effect" is the lowest,and only the "service process" is higher than the overall average score of 2.67 points.In the correlation coefficient matrix,this paper presents two phenomena: one is that the higher the professional quality of the cultural station staff,the better the feeling of the masses to participate in the cultural station activities;Another is that even if the masses have access to the information of cultural station activities,they do not know much about the specific conditions of the activities.Although great achievements have been made in infrastructure construction,investment in cultural funds and digital cultural information services,Changsha county cultural station is still confronted with many problems,such as insufficient supply of public cultural services,rigid process of public cultural services and poor effect of public cultural services.It is worth noting that the average score of "service effect" is the lowest,and only "service process" is higher than the overall average score.The reasons for the low service efficiency of the cultural stations in Changsha county are the disadvantages of the top-down supply model of public cultural services,the unsound legal system of public cultural services,and the unsmooth channels for the expression of people's needs.In order to point with surface,the improvement strategy of the public cultural service efficiency of the cultural stations should include the following three aspects: first,starting from the responsibilities of the county government and township government respectively,the grass-roots governments promote the improvement of the public cultural service efficiency of the cultural station through the improvement and optimization of relevant public policies;The second is to shape a demand-oriented supply model of public cultural services,which mainly includes establishing a feedback mechanism of public cultural needs of the masses,making full use of the infrastructure of cultural stations and improving the quality of public cultural services.Third,we should encourage the participation of enterprises and social organizations to guide the participation of multiple subjects in public cultural services. |
