Research On The Construction Of Gaocun Township Cultural Station In Zhengzhou City From The Perspective Of New Public Services

The comprehensive cultural station of township is a non-profit cultural institutions,which established by the county or township people’s government.Its basic functions are providing social service,guiding the grassroots,and assisting in the management of the rural cultural market.It has the characteristics of public welfare,enterprise,foundation and comprehensiveness.The comprehensive cultural station of township is an important part of the rural public cultural service system.By strengthening its construction and improving its quality and level of services,it can meet the cultural needs of township people,and improve the rural public cultural service system.In the end,it is of great significance for the equalization of public cultural services and the development of rural culture.In recent years,our government has attached great importance to the role of the comprehensive cultural station of township in the construction of rural public cultural service systems.At present,the goal of "every township has a comprehensive cultural station" is basically achieved,and the basic cultural rights and interests of the township masses are guaranteed.However,the comprehensive cultural station the township still has such common problems as vacant facilities,low activity participation,insufficient talent team construction,low service efficiency,and insufficient capital investment,which restricts its functioning.This article is devoted to the research on the construction of comprehensive cultural station.It selects Gaocun Township Cultural Station in Zhengzhou City as a case to deeply explore its construction issues.This article attempts to introduce the perspective of new public services and apply the core points of the theory to the study of cultural station,including the transformation of government functions,citizen-based governance ideas,consultative governance mechanisms,human values,complexity of the responsibility,etc.And then,it put forward some countermeasures to solve the problem of cultural station.It is of great significance for promoting the construction and development of comprehensive cultural stations.This paper is composed of five parts.The first part is the introduction,which mainly introduces the research background,the research significance,the research review at home and abroad,the research methods and the innovation points.The second part studies the guiding significance of the new public service theory for the construction of the cultural station.The third part studies the current situation and problems of Gaocun Township Cultural Station in the construction of space facilities,cultural activities,capital investment and talent team.The fourth part analyzes the cause of the construction of Gaocun Township Cultural Station in Zhengzhou City from the perspective of new public service theory.The fifth part studies the countermeasures of the construction of Gaocun Township Cultural Station from the perspective of new public service.The new public service theory provides a new direction and value choice for the development of Gaocun Township Cultural Station,and put forward some targeted countermeasures to solve construction problems:change the role of the government and strengthening the construction of service functions;adhere to the people-oriented ideology,improve the awareness of the subject of township and village people participating in cultural construction;strengthen the construction of a consultative governance mechanism,promote the dialogue between the interests of all parties;attach importance to the construction of talent teams and clarify the complexity of their responsibilities.
