1851—1871 To Pay Raising Change Research In Xinjiang

During 1851-1871 year,the Qing Government is beset with a crisis.It makes original fiscal system gradually fail and even collapse.At that time,fiscal system of assisting pay begins to move toward collapse,bringing huge impact to the original system in Xinjiang region.On one hand,to maintain stable ruling of Xinjiang region and operation of governing organization,Qing Government begins to constantly adjust pay raising policy to Xinjiang;on the other hand,due to crisis in Xinjiang increasingly deepening,especially crisis in northwest Xinjiang becoming worse and worse,to defend tenaciously the integrity of Xinjiang territory and withstand invasion from foreign enemy,Qing Government orders various provinces to raise soldier's pay for Xinjiang for many times.In addition,most of the provinces around nation all is beset with situation of urging and adjusting pay owing.Qing Government raises pay for many times from Xinjiang to relieve its fiscal difficulty.Though it relieves pay deficiency in Xinjiang to some extent,it does not radically solve the situation of pay deficiency.With increasingly huge vacancy of pay source in Xinjiang,and under the background of nationwide unstable political situation and the whole national uprising within Xinjiang,Qing Government changes and increases pay raising from internal and external Xinjian for many times to make up the vacancy.Afterwards due to outburst of Hui uprising in Shanxi and Gansu,the previous route to carry pay from Gansu to Xinjiang is blocked,the transfer route of soldier's pay is changed to north road and south road.In Xian-Tong Dynasty,main part,amount,source and purpose of pay raising from internal and external Xinjiang constantly change.Through researches into changes in pay raising,we can know about formulation,implementation and influence of Qing Government in Xinjiang pay raising policy.Thus we can make objective appraisal in situation of pay raising changes in Xinjiang by Qing Government in Xian-Tong Dynastry.
