The history of civilization has proved that social development is always accompanied by costs.Under the current background of economic globalization,people pay more attention on ecological costs.The so-called ecological cost refers to the sum of natural resources and ecological environment consumed in the social development,mainly including consumption of resources,environmental pollution,and ecological destruction.There is no development without costs.Production of ecological cost is inevitable and cannot be eliminated,but it can be controlled in a certain range by fully development of people's initiative and effective measures can also be found.Effective control of ecological costs not only can help with promoting social and economic development,but also can help people to live in harmony with nature.At present,Chinese ecological has problems including the waste of natural resources and excessive consumption,serious environmental pollution and ecological destruction,and a large gap between the rich and the poor.These problems were caused by backward development conception,limitations of historical conditions,backward productive forces,etc.In order to minimize the Chinese ecological cost,there are several rules should be followed,such as following coordinated development of social economy and ecological environment,establishing scientific development conception,accepting a new direction to industrialization;focusing on environmental education,improving the quality of people,developing productive forces,narrowing the gap between rich and poor,strengthening the construction of legal system,strengthening environmental law enforcement ability,improving the market economic system,transforming governmental functions;establishing a sound administrative accountability mechanism.Economic and social development can only be realized maximumly at the lowest ecological cost by following above rules.
