As the most authoritative national document, the Government Work Report is not only an important speech on the past year's work and future work plan, but also an important document for the international friends to understand the current situations of China. China is a big agricultural country, in which agriculture is not only the basis of national economy, but also the main driving force of social development. With the development of commodity economy,China's rural economy has lagged behind its urban economy for a long time,and the gap between the two economies has gradually widened. In order to narrow the gap and promote common prosperity, Chinese government pays much attention to the "Three Rural Issues"which are given top priority in the Government Work Report. As an official document of the government, the "Three Rural Issues" documents and its English translation has become a window for foreigners to know about China better.Based on Nida's functional equivalence theory, this thesis analyzes the English Translation of the "Three Rural Issues" Documents in the Government Work Reports from 2012 to 2016 and tries to analyze the strategies for translating such documents. The English translation of the"Three Rural Issues" is analyzed in detail at lexical, syntactic and textual levels through using the translation strategies of domestication and foreignization, literal translation, free translation and annotation. Concretely, at lexical level, the importance of the selection of words in the English version is emphasized by discussing the special terms, collocation and tone in the political text; at syntactic level, how to achieve equivalence in syntactic structure from the perspective of zero-subject sentence and long sentence is studied; at textual level, the important function of reference and conjunction in the realization of discourse equivalence in C-E translation is discussed.The study on the translation of the "Three Rural Issues" documents in the Government Work Report is not only an extension of the application of Nida's translation theory, but also a new practice of translating the Government Work Report. The combination of Nida's translation theory and translating the Government Work Reports not only accurately conveys China's policy information to the outside world, but also better promotes international communication and helps target readers acquire the same cultural perception as the original readers do.
