The Qing Dynasty has its own system for control officials;local affairs are under state statutes constraints.While Sanction rules as an important administrative laws and regulations in the Qing Dynasty,it involved in all aspects of state affairs,reflecting the concept of government control officials in Qing Dynasty.In terms of its contents,the rules provision real complex,but difficult to change is rare,because it allow for case by case,also mixed with the "worldly wisdom".Based on Sanction Bye-Laws of Six Departments by Imperial Order as the research subject,took to analyze its historical process,version,characteristics and content for a profit and loss,and then the specific analysis of Sanction Bye-Laws of Six Departments by Imperial Order and the style of governance officer concepts and principles,finally combining with Qing Dynasty administrative state to discuss the role and drawbacks of The sanction rules.Article besides the introduction and conclusion,is divided into four chapters.The first chapter from the nuerhachi to the Qing armies entered Shanhai Pass period.Mainly discusses the evolution of the sanction rules and dispose of the case at the beginning of the Qing Dynasty,the formation of unity of "record of laws and systems of dynasty" in disposing of the official role and its effect on the disciplinary system.The second chapter,from the Qing armies entered Shanhai Pass period on the adjustment of sanction rules,until the end of the Qing Dynasty.Here involves the "Sanction Bye-Laws of Six Departments" in the whole history of official and private code and evolution,and the different kinds of "Sanction Bye-Laws of Six Departments" comparison,analysis of the characteristics of the fixed number of year and change.The third chapter to <Sanction Bye-Laws of Six Departments by Imperial Order> and <Sanction Bye-Laws of The Personnel Affairs Departments by Imperial Order> briefly review the existing version and contents and summarized it.The fourth chapter in the late Qing Dynasty emperor Guangxu year bookshop versions of "Sanction Bye-Laws of Six Departments " as the center,and connecting with the grassrootsadministrative real state in the Qing Dynasty,to analyze the Sanction Bye-Laws of Six Departments in the Qing Dynasty and the "worldly wisdom".
