The Fundamental Research Of Constructing The Ecological Auditing System For Leading Cadres Under The Ecological Ethics Horizon

Nowadays, the resources and environmental limits of Chinese economic and social developments are getting more and more serious and the stress is greater than before. The sustainable development is under severe stress and the capacity and tolerance of resources and ecological environment is no longer fit for current industrial structure, growth mode and consumption patterns. To solve the problem, adopting ecological auditing system for leading cadres is one of the most useful ways. The construction of ecological civilization was promoted up to an unprecedented height, asking leading cadres to take ecological environment seriously during economic development, due to leading cadres’ lack of consciousness of protecting the ecological environment, only caring about profits. According to the present situation, this article puts ecological ethic into system construction creatively and makes it as a guidance that the system is able to lead, restrict and encourage leading cadres. We should rebuild the relationship between human and the natural environment from the angle of ethics and put the construction of ecological auditing system for leading cadres forward, in order to promote the construction of ecological civilization comprehensively.This article proposes the construction of ecological auditing system for leading cadres to improve their responsibility of protecting ecological environment by illustrating ecological ethic, combining with the effect of leading cadres in the construction of ecological civilization,and adopting the combination of researching and consulting literature materials to analyze ecological environment problems existing in the current economic and social development.The innovation of this article: constructing ecological auditing system for leading cadres,and proposing that we should take strong-arm reaction, which should be heavy, strict and lifelong, against the leading cadres leading to the ecological crisis due to theirs guidelines for urban development according to the system and regulations.Ethics is the connotation of a system, while the system is the support of ethics. It is of great help to overcome the phenomenon of government’s simple pursuit of GDP by promoting ecological auditing system for leading cadres. It will also make great sense to the construction of ecological civilization and economic development.
