At the end of the fifth century B.C.,Athens were defeated in the Peloponnesian war.After the war,on the one hand,Athens encountered political,economic and moral crisis;on the other hand,Athenian external environment changed.These factors prompted Athens to revive imperialism once again.At the beginning of the fourth century B.C.,Athens laid the foundation for the revival of imperialism under the leadership of Conon and Thrasybulus.After the establishment of the second Athens alliance in the mid-fourth century B.C.,Athens gradually restored the imperialist policy of the mid-fifth century B.C.,for example,Athens strengthened its control over the allies and carried out military expansion.After the alliance broke apart once again,many of the Athens intellectual elite during the time such as Isocrates,Xenophon and Plato and others began to reflect on the gains and losses of Athens imperialism,and tried to create some way to solve the plight of Athens.
