Fuzhou Three Lanes and Seven Alleys is known as "Celebrity dwellings in the capital of Fujian Province",and as "Half of China modern history".There were hundreds of celebrities come from here,which left abundant cultural heritages.In this paper the author attempts to classify the hierarchy of culture tourist resources of celebrities in Fuzhou Three Lanes and Seven Alleys,and which is divided into three parts of material relic by literature research,they are celebrities ' residences,ancestral halls and memorials.And the other three parts of intangible cultural heritage,such as celebrity deeds,thoughts theory and academic works,as well as regional characteristics and spirit of the age.The author uses the system theory to analyze the development of the existing celebrity cultural tourism resources through on-site investigation and inductive analysis.In this paper,the cultural tourism resources of Fuzhou Three Lanes and Seven Alleys are celebrated,and the field is wide and the level is high,leaving a large number of celebrity material cultural relics.The relationship between famous celebrities and celebrity culture is closely related to the geographical environment of Fuzhou.According to the present situation of tourism development,the existing problems are put forward as well.Finally,according to the existing problems,combined with the characteristics of the cultural tourism resources of the Fuzhou Three Lanes and Seven Alleys,the author uses the theory of heritage activation to put forward the development strategy from the aspects of resources and products:On the tourism resources of Fuzhou Three Lanes and Seven Alleys,the author puts forward the development strategy from the perspective of " cultural activation of celebrity cultural tourism resources around tourism attractively" and " highlighting the uniqueness of celebrity culture of Three Lanes and Seven Alleys".On the development strategy of tourism products of Three Lanes and Seven Alleys,the suggestions of "product activation" were put forward from four aspects:cultural ornamental tourism products,cultural performance tourism products,cultural experience tourism products,cultural and creative tourism products.
