Project selection and study-time allocation has always been a hot problem of metacognition control. This study was to test that project selection and study-time allocation main base on rate of learning in the learning context.Rate of learning is one of the most important concepts of Region of Proximal Learning, which only involves the impact of project difficulty on study time allocation and project selection.Agenda-Based Regulation think that learners are based on the agenda to choose a different project and allocate time to study, and the impact of the mission reward structure has exceeded the difficulty of the projectfound on learning time distribution. The self-control step learning paradigm was used for the experiment, and the study put forward modified concept of rate of learning.Rate of learning combine both difficulty of Region of Proximal Learning and value of Agenda-Based Regulation. The rate of learning(The value obtained in the unit time)is calculated through the value and difficulty of the project(The learning time is the indicator).Research is divided into three experiments, and college students as subjects, and multidigit addition as experimental material.Experiment 1,first,participants assign values to the difficult, medium and easy three kinds of difficulty projects in the case of unlimited, the computer automatically records the computation time, then rate of learning is calculated based on the relative value and relative computation time.Experiment 2,choosing difficult and easy item were set up three different rate of learning rate as experimental materials(simple project rate of learning high, difficult project high, both equal).Rate of learning is set according to the results of the experiment 1.Participants make the choice of item and calculate in the limited time(only one of the difficulties and its relative values shall be choosed.).Experiment 3,with the same material as the experiment 2,different difficulty and different value project are presented simultaneously in the case of time limit. The eye movement instrument record and analyze project selection and the order and study-time allocation of participant. Results show:(1)The relative time and relative value of the three difficulty items were significantly different, and there is no significant difference in the rate of learning, which indicates that the learner is learning according to the rate of learning;(2)The learner's choice of project is based on the rate of learning, and will choose a high rate of learning project to study;(3)Learners prioritize choicing and allocate more time on such projects which have higher rate of learning. Therefore,The study proves that the most important basis for project selection and study time allocation is rate of learning.
