A Study Of C-E Translation Of The Report For The 19^th CPC National Congress From The Perspective Of Catford's Translation Shift Theory

The “Government Work Report” is published once a year.It introduces the achievements of the Chinese government during the year and the work plans for the coming year.Its English version can not only help foreigners know the development in many aspects including politics,economy and culture in China,but also it's conducive to our foreign propaganda?promoting outstanding traditional culture?raising the cultural soft power?accelerating the process of socialist modernization?promoting reform and opening up?enhancing the overall strength and upgrading the international status.Therefore,the accurate English version of government work report can promote China's communication with foreign countries as well as display the good image of our big country,making the whole world knows more about China.Focusing on the Report for the 19 th CPC National Congress and its English version,with Catford's translation shift theory and the characteristics of the political essays,then analyses the text from the perspectives of gradation conversion and category conversion.The theory analyses better at lexical and syntactic levels,increases the accuracy of new vocabularies with Chinese characteristics.The conclusion part of the article summarizes some strategies of translation,further proving the theoretical and practical values of translation shift theory in translating government work reports.Meanwhile,the deficiencies of this research are mentioned in the article.Three points have been summarized by the research: First,tense shifts?unit-shifts and structure-shifts are frequently used in translating government work reports.The government work report is very normative and accurate,it is very clear about what happened in the past and what will happen in the future.Therefore,many tenses are needed in translating government work report to assure the accuracy of translation;a number of unit-shifts are also needed to assure the original meaning of the text can be translated;besides,the structures of Chinese and English languages are different,thus the text needs to be translated through structure-shifts.Second,special words and expressions are supposed to be fully understood,thus displaying their native characteristics.Third,some terminologies in the government work report have their fixed expressions.Due to the high normalization and accuracy of the government work report,the translation of terminologies appeared before cannot be casually changed,their consistency should be kept at all times.
