Research On The Policy Execution Of Smoking Prohibition In Public Places Of Quanzhou

Smoking in public places violates non-smokers' health rights in that a lot ofnon-smokers suffer from the tobacco smoke. Therefore, it should be banned. Thenational12th five-year plan propose �the full implementation of smoking prohibitionin public places�, the new revised Implementation Rules on Regulations on PublicPlaces Sanitation Administration come into effect in May1,2011, the eighteenthprovision rules: smoking is prohibited in indoor public places. Public place operatorsshall place warnings and no-smoking signs in conspicuous locations. The smokingsection in outdoor public places must not be placed along walkways where peoplemust pass. Cigarette vending machines may not be installed in public places. Publicplace operators shall disseminate information on the health hazards of smoking, andassign full (part) time staff to stop any person smoking.Smoking prohibition in public places is the research beginning based on cardingand synthesizing studies on policy implementation analysis models and influencingfactors of the execution. This paper does research from the policy quality, executivesubject, target groups, resources and environmental aspects of smoking prohibitionexecution. By using the method of questionnaire, observation, interview, this paperdoes research on residents and key no-smoking public places in the Fengze districtand Licheng district of Quanzhou, analyzing the current status of smoking prohibitionin public places of Quanzhou, the results show that execution of smoking prohibitionin public places is low, effect of banning smoking in public places is poor. Accordingto the collected data and information, this paper analyses the causes of low policyexecution of smoking prohibition in public places of Quanzhou from four aspects ofthe quality policy, executive body, target groups, environment and resources, theresults show the anti-smoking laws is not perfect, the punishment is small and pooroperability, smoker violate the provisions difficult to receive the appropriatepunishment; government leaderships lack attention on tobacco control work,enforcement departments lack funds and human resources; tobacco tax revenue has great benefits temptation; no smoking places range is too wide, supervision power isweak; policy objects have cognitive deficits and identity disorder about smokingprohibition; government lack system and mechanism on smoking prohibition, theallocation of power and organization arrangement is unreasonable, that lead to lowexecution of smoking prohibition in public places, and then the paper puts forwardsome optimized countermeasures.
