According to "The Reform and Development Planning of the Pearl River Delta(2008—2020)" and "Guangzhou Regional Financial Center Construction Planning(2011-2020)",Guangzhou began to exploit the International Financial City.It is necessary to study the government behavior and the relationship model between government departments in the exploitation and construction of Guangzhou International Financial City.From the perspective of the theory of Smith policy execution model,this paper focuses on the problems existing in the process of the exploitation and construction of Guangzhou International City.There are four factors on the Smith policy execution model.They are idealized policy,implementing organization,target group,and environmental factors.This paper uses these four factors,as well as the ingredient about policy-making process,to analyze the policy implementation bias and the reasons on the exploitation and construction of Guangzhou International City.And afterwards try to make recommendations on the implementation of the policy in this case.Research indicates that the establishment of project evaluation system and the project operation system,as well as the policies which encourage the entry of financial enterprises,are able to promote the effective implementation of policies from a microscopic perspective.And simultaneously from a macro perspective,the acceptance of public opinions,the change from the dependence on land transfer,the construction of scientific performance evaluation system,and the optimization of the environment for the policy implementation,are able to achieve the policy objectives on Guangzhou International Financial City exploitation and construction.
